Best advice is to talk to M*** M** and ask what they meant by it.
IMO if it reverse merger (with PREC) was done with why not take the 8k away from VGTL and PREC as they would have cancelled each other out according to you.
Either they have another reverse merger lined up for VGTL OR it is still on with PREC. Or M*** M** is incompetent.
