Very well laid out.. and if new legislation has teeth and is enforceable (because illegal naked shorting has for the most part always been "illegal".. those hedge funds have always found a loophole OR they make X amount of money on their illegal activity and the get fined a miniscule amount and then continue their behavior.
So again if it's different this time then some retail investors are going to do very, very well if stocks are allowed to trade freely and fairly.
