They are one and the same.
If the number is big, and I suspect that it is, an investigative reporter could figure it out.
Problem is that few reporters possess these skills and go after low-hanging fruit to meet minimum word requirements to keep their job.
Rational behavior.
Anyway, there is a settlement and we await and hope for news.
