Was notice given to Spain before the order. Such as listing the wreck in a Spanish newspaper or notifying a Spanish authority about the wreck found?

I'm not a lawyer, but pretty sure orders can be reversed if new evidence or appeals come to light. Or Spain really didn't believe that it was their wreck or knew from documents that treasure wasn't aboard that particular vessel
