A LOI is not a contract, it's just a piece of paper that says: We're strongly considering doing what's outlined in this letter.

It's odd how $ENZC keep doing these not quite all the way measures.

A whitepaper from Intel is the same kind of thing: We are/did some research on some stuff. There is no commitment to anything there.
