Shares cannot be transferred, only sold. At least in the offering I participated in. What the TA can or cannot do with shares they are holding on my behalf is above my level of understanding. If a request was made to access/sell shares and the TA states they are unavailable, then that’s the case. Which is why I’m leaving mine sit there until I’m ready to sell
