Not being current and issuing PR's could have brought attention to PHIL, but that attention may have disappeared quickly after seeing the number of delinquent filings, not to mention that it seems Henry wanted to keep things on the down low, likely for buying shares.
I'm sure that once current with filings, PR's will be a regular mode of operation.
