Once again, it is illegal to pass a law in response to a specific business in order to specifically stop THAT business. As I said, if they deny the application because of this law, Nick can sue and a Judge WILL overrule the City. I know this because I lived it - almost identically. It comes down to whether or not Nick feels it’s economic to file suit. He will win, but at what cost. He can definitely sue the City and win, but at what cost?
