This was my initial thought, but I also think this may have been a factor in the ADMIRE contract as well. Look at the specs on that; VirTra is trying to build their own very basic simulator themselves for the Air Force. Check out the requirements: (don't have the gov spending link handy at the moment)
Timing wise, VirTra announced John Givens to the board on November 3 and the ADMIRE deal was announced August 31st (Mitchell Saltz passed away October 20th). I would think Mr. Givens played a role in the company in some way to earn his BoD chair, IVAS connections or ADMIRE both open the door for the company.
Here's another (and maybe the most convincing) clue, there hasn't been any news about it! Other companies have put IVAS component contracts out there in the past...but nothing about the things VirTra does best.
