I'm quite familiar with the line promoted by the Get Shorty bunch. Unfortunately for them, most penny stock companies that claim they're being heavily shorted are merely outfits with other problems from which they'd like to distract the public's attention.

Ever seen a penny stock that succeeded in proving a huge naked short position? I haven't.
