It really doesn't matter who gets any green credits. If an electric company were to get green credits amounting to $X simply because they purchased a certain type of fuel which only one supplier could produce, obviously the electric company didn't provide that social value turned to money by tags--the producer of the fuel did. Because of that, the producer of the fuel should be able to extract almost all of that extra $X for themselves. If the electric company doesn't want to give most of the extra money to the producer, the producer could simply find another electric company. So even though the electric company may get the green credits, the money would most likely pass straight through to the fuel producer--unless the producer was extremely poor at negotiating.
