"Will be" isn't what this is about. A CEO of a public company can't be talking to a privileged audience about the company's operations if the talk results in the sp going up and people profiting from it, that's illegal insider trading.
If there is no private site where the CEO is disseminating information, then it's price manipulation due to the pump created by the claims made about it, that's where the second link I posted comes into play.
In either case, this is getting out of hand and the parties involved should think twice about things.
