I have no reason not to be optimistic. If in the council meeting they state the capacity as 7.5mgy and that they plan to upgrade to 15mgy and that this process will take 10 months, and it being 14 months since that meeting, then I am assuming it is now a 15mgy plant. After all, everything else they have said they wanted to do, they have done, just like the Fulton upgrade.
