First off, it is absolutely NOT the wrong Dept.

CalCannabis is the Division of the CDFA that issues CA State Cannabis Cultivation Licenses.

CDFW DOES NOT issue Licenses, they are just one Agency that signs off on an Application from their area of concern, CalCannabis ultimately approves or denies the License.

CDFW WAS causing the delay, but now that's been resolved and the Application is back to being reviewed by CalCannabis, a Div. of CDFA.

LVVV currently HAS NO State Licenses, I don't know where you're getting that, but it's wrong.

As far as necessary State License requirements, LVVV needs:

Annual Adult-Use - Nursery (Type 4 License) Need 1 License
About 15 have been approved since 1/1/2021.

Annual Adult-Use - Processor Need 1 License
About 15 have been approved since 1/1/2021.

Annual Adult-Use - Medium Outdoor (Type 3) Need 4 Licenses

There have been 8 Medium Licenses approved since 1/1/2021.
The most recent one approved on 5/25/2021. see link...

Click on "Type of License" to sort by License Type.

Medium Outdoor Licenses are the largest that are being approved currently.

CalCannabis has not issued any Annual Adult-Use Large Outdoor Licenses, and will not until Jan. 1, 2023...

The overwhelming number of Licenses issued this year are Annual Adult-Use Small Outdoor or Indoor.
However, as I stated above, several Medium Outdoor Licenses have already been approved this year.

You DO NOT need an Annual Adult-Use Small Outdoor License to apply for an Annual Adult-Use Medium Outdoor License, you can apply directly for the Medium Outdoor License, and that's what LVVV has done.

LVVV still has time to put plants in the ground and harvest this year, the fat lady hasn't sung yet buddy...
