It is my opinion that they have decided not to release any news until they have a publication date. I would hope they do release a brief TLD statement as soon as they get the article finished, but if the date is further in the future than they like, they essentially could hold up the TLD PR until it is in close proximity of the publication date. That is what I meant when I said that TLD release is not within their control.
