So this abusive trading is okay right they let him go with a fine. But if $DBMM missed a few filings due to outside reasons let's punish them so harshly and all the shareholders but let Kramer go with a fine. And he does it again and again and again. $DBMM has proved itself to the courts and became compliant in filings.

SEC will consider the efforts $DBMM has made to remedy past violations and ensure future compliance they apply a multifactor test. THE LAW IS NOT AS HARSH AS DOE IS. they let criminal Kramer go right they should've stopped this but he keeps getting away with it.
