It's totally unrestricted. Shorts can invent multiple identities and post almost any lie with impunity. Most OTC accounts push margin accounts so they can rent your share ownership to shorts for money.
Actual retail investors sometimes try to add useful thoughts but this is where speculators come to talk about their ideas, no matter how stupid. See some of mine, if you need examples of dumb. Total free-for-all.
