My take..... is it’s a reminder of Exchange Act Rule 15c3-3. In particular I think it address naked shorts (not retail)
I’m sure you have heard lock up your shares with a sell order so they can’t be borrowed. Well after GME and all then recent lawsuits filed about manipulation from JANE and others (check out tweet from WDLF) this is a shot across the bow per say. Saying we seen the bullshit y’all been up too. You are breaking the rules. You have until this date to come into compliance........ cause when we bust your ass we don’t want to hear the crying. Lol.

Now I am sure there is a better explanation out there. And it doesn’t have to be naked shorts really. But it’s saying. If you borrow shares to short and get your ass squeezed you better have money on hand to pay up... lol
