That means Wei is already diluting the stock SMH. Old OS was 8.27 billion so after RS the OS would be 87,200,000. The OS has increased by 20 million since RS.

I can think of three reasons to up it by 30%
Selling to dump
Selling a large block
Adding to correct a problem.

Not really enough for Reason 1; Reason 2, would seem he had enough (but who knows.)
So my pick is to correct a problem- especially how long it took to convert.
