How can Wei dilute when he doesn't have custody? Lazar still has custody...is he diluting? Also, I wonder who authorized the RS.

Wrong. That's the discrepancy they just found through RS after shares are released from DTCC. Custodianship is not yet terminated and Wei Tian is not yet in full control to do so.
