I think he was talking about the radio station testing - which may only be 4 or 5 stations. You may be right, it's just a bit unclear.

Radio station song identification should be far easier than live music. There are well-known apps that do that already with - I think - a high degree of accuracy, so it is a bit puzzling to me what they are saying.

They have been saying upper 90s for several years, so I'm not sure why song identification would be the main holdup, still wondering if it has something to do with the reporting formats.
