Others can explain it better, but PHIL receives an annual percentage fee, based on the amount in the fund. Basic Example: a 3% fee on the fund holding 1 billion dollars, is 300 million annually.

The fee percentage might be more or less then that, and we know the fund will hold way more then that, but this is just a quick way to explain.
DJK or NYCBoss will probably be able to rattle off the actual numbers.

Money can still go into the fund without current status, but being current unlocks many other doors, so it is imperative that is done as soon as possible.

Henry going to VN isn't based on being current, as he can still continue with old deals, new deals, and Make-A-Deal.
