The valuation is more about the fundamentals than the share price.

Look at how the OTC favors .0001 stocks over quality stocks at .10 or .25. That's because the traders/investors in the OTC are just looking at percentage gains, and finding the cheapest stocks that they can make money off of. There's a reason the OTC is mostly retail, and getting rid of those types of traders, and having additional liquidity thanks to institutions will make life a bit easier imo.
