Not sure.... Just my thoughts here but if the note holders accepted 70M shares instead of 600M I think the shares are already issued but also would be logic that they are waiting for a high PPS to sell them into the market which is good and bad but Is. I haven't seen any sign of dilution actually. Been updated recently.
