If I call it in, I can short this. HOWEVER, for every share I want to short I have to put up a reserve of $2.50. To make enough profit to buy a coffee at Starbucks I would have to put up $42,500. At retail, shorting will not happen.

The shorting one sees in the short report is just part of how the MMs work, nothing more.
