Short report factors when market makers are short on their own inventory. Short report doesn't show just retail volume. seriously, do some DD, call your broker and ask them if you can short HPIL. They'll tell you no. The only thing happening now is retail selling or insider selling. There's no shorting boogieman here. Just paper-hands.
