So are you suggesting that allowing CLASS 22 to participate , WHEN THEY NEVER SHOULD HAVE BEEN that the CLASS 19 group were seriously TUPID ENOUGH to negotiate themselves into a SUBORDINATE POSITION UNDER CLASS 22
