Not difficult to translate, even for a newbie like myself! There are times a R/S is beneficial to the share holders. This is one of them! A lower float means less shares tradable which gives more value to the shares traded! Companies that have nothing new that R/S are garbage and they profit from dilution. This company has something new (with patents) but no cash. IMO a R/S will help bring value to this product and give them a chance to uplist to a major market!
