I think they're whacking it simply because they can. It's low volume and relatively small trading. One big buyer comes along to load upwards of 10-20M+ shares and it will blow this thing back up well over a penny even without any big news. It is very thin and shares are tied up. With low volume it's going to get toyed with. There is nothing they can do to stop things when volume is roaring. I actually think they'll reverse course when that happens and use their ways to shoot it up even faster.
MM's make their money on trades. They want lots and lots of trades to happen. That's why you see those 10k, 20k, 35k, asks and sells sitting out there as bait to incite some trading. If it isn't trading, they aren't making money.
