Sounds like he may be talking about the new
OTC EXPERT MARKET for stocks sent to the Grey sheets, purported grave yards. It is maybe, about a year old. It is one dark level above grey sheets that allows so called experts to have more data, (Bid and ask) transparency while hiding it from us lowly sheep.
Never heard of an 'Executive tier'
One grays you have use test sells and buys to hunt out the bid and ask the hard way, or watch the actual reported trade prices history.
Grey sheets is pretty automated with out any algo AI beasts and devils trying to create fake volume and milk people of their money. It is pure retail, with the computer matching bids and asks, and MMs are not able to game the system, because they are just as blind as we are to the real bids and asks etc, IMO.
That does not mean MMs can trade greys.
Did we just close with $5.80 ask today? Looks to me like we did.
