I think that answer is simple. Schwab (and maybe TDA) still allow buys in NDTP. Anyone who is a big enough player to make a material contribution to the post-CE-restrictions on NDTP or other stocks is big and smart enough to have an account at a brokerage where they can trade them. Or they are non-retail players who be definition are not at all concerned with restrictions at retail brokerages.
