The questiontgat comes to mind is why didn't he just finish the 10q on time and do a separate PR a few days later,...?

If recent development came about in Feb,... why did he gave to include it in the 10q ending dec 31

I like how you put this together Dane:

Leo says he experienced the delay in preparing disclosure relating to recent developments.

The 10-q is for the period up to Dec. 31, 2020. So what happened (recent developments) on or around the filing date (Feb. 16, 2021) that required disclosure in the 10-Q for the quarter ending Dec. 31, 2020?

Leo experienced a delay.

Delay doing what?

Preparing disclosure.

Disclosure for what?

Recent developments relating to the trials in the U.S. and Russia.

When did the recent developments occur?

On or around the filing due day.

my extrapolation:

With multiple sites for the C-19 trial in Russia (start date extracted from recent links) on 12-17-2020, the Russia trial could be OVER and numbers being crunched.

Results, if just in around time of filing, would require Disclosure, and could cause a delay. If good Russian results and there has been some partnership action, then
A term sheet would require disclosure, and cause a delay (and it has been mentioned that the counter-party to any partnership or term sheet could have asked Leo to wait before putting signature to paper).

Russian bureaucracy and paperwork could also be the delay.

Finalizing Emergency Use Authorization could be the delay.

Yes, I have a bias toward positive delays, but then, consider that we know Kips and/or their affiliates bought about 20 Million shares recently, over 5%... hence the 13G filing. It has Not been amended, so I conclude their exceeding 5% was NOT a mistake.

We also know that share price and volume for IPIX have been on the rise over several trading sessions. As mentioned by others, trading has been better organized and systematic.

Note that the sudden dip down to .40 late in the day, perhaps to hit stops and accumulate, has not gone unnoticed.

We've also known Brilacidin's history of stellar results both inside and outside the lab... i.e. in the veins of humans (ABSSSI), as well as its safety across different indications.

My conclusion is: the chase starts Monday morning. But don't listen to me, I'm often Wrong.

Good weekend to all Longs.

Great post, very good summery and I lean to the positive side of this delay as well, next week should get very interesting.
