I've only been talking the 18650s. Also I dont have any 2170 modules to compare. However you claimed the 4680s are tightly packed because thats what battery day showed. However reality is different isnt it? Cells appear to be further apart from each other compared to the 18650s and separated by metal that would help prevent thermal runaway from spresding from cell to cell and attenuate EM radiation that's illustrated below.
