FDA determination is dependent on the the phase level of their studies. If they can use the European studies already done, this will speed up the clearance from the FDA. Also, should they be in the late stages of approval determination, commercialization and partnerships could be negotiated now.
Just guessing, but perhaps this is why this stock price has escalated.
