You are right. They are not conspiring. They don't need to conspire which means a "to make secret plans jointly to commit an unlawful or harmful act."
They just act in their own self interests using the tools they have available to them to manipulate the share price to their benefit by virtue of having a large amount of capital available.
The end result looks and is very much the same with the exception that what they do is not illegal.
