It is not fraud contention. Remember Rule 60 relief can be granted based upon "mistake". It is a "mistake" contention based upon the article and analysis in which Dr. Bhatt was one of the authors, published last summer. There is no "second bite of the apple" being sought. We are plugging facts into Rule 60 criteria.
