I doubt it. I do know that these appeals have a very low probability of success. You ought to understand that when companies request such hearing, they are "indirectly" claiming that the judge is a fool and does not know law. Which colleague of the judges will say, Yeah! My buddy is a fool, now let get that panel hearing going and let him/her know the $1000 / hr lawyer called them a fool.
