I read it differently. The only potential significant impact would be the New Mexico portion of Permian Basin. The other states and frontier areas don't add up to much in comparison to NM and prospects existing in areas already held by production. This will save the companies from over spending on marginal prospects if anything. Established Permian Basin producers will benefit. Biden is doing things that Texas RC is supposed to do but afraid to do for whatever reason.
