What the Canadian oil producers also want is for their oil that is exported as is from US Gulf to end up through bureaucracy in a "Free Trade Zone". Exported from the US tariff free. Or as you suggest a pass through mechanism.
Exactly. What ever comes down that pipeline if it was to be built out would go immediately out the door and won't end up at your gas pump.
Our oil and gas comes out of the gulf with a direct pipeline and if that is not enough we import from the KSA along with a little fracking.
So for our friends up north we are only doing them a service while putting us at risk.
