Our Defense Department is appropriated an unbelievable amount of money and they are willing to be creative in how they spend it.

The DOD funds a lot of stuff that appears unrelated to Defense. I believe their funding has something to do with issues that may plague members of our arm services.

I recall reading something about this year's ago.

Congress wrote into the Defense Appropriations bill that DOD had to fund a certain amount of studies.
