EPS depends on NET profit on not revenues. With 400 million revenues & 7% profit margin(considering other exp) net profit should be between 5 & 7%. This should bring the net profit to 20 to 28 million and between 0.05-0.10 EPS range. Hence, In theory PPS should be between 0.75 and 1.50 considering 15x. But, again look at what happened to Tesla, which is trading around 1400 PE. Hence, there is limited meaning of all these calculations these days. Cheap liquidity from Banks and Governments is driving asset classes to crazy valuations. Hence, just sit tight and see where it goes.
