IMHO, 911, is no longer used for such indications. It is only used by some bobo who wants to stir up noise, or, perhaps in rare cases is still used for the old adage when people believe it is not intended for the real purpose. probably a 98% to 2%. chance. Unfortunately I am siding with the (98) dark side in these occurences.
