That's not the key that unlocks this mystery.

Other stocks whose owners were charged with fraud are active.

In Jan. 2017 the owner of four stocks, plus his lawyer and four CEOs, were charged with fraud.

Those scams never stopped trading even though over 2.1 billion fake shares were created in the companies.

Evidently, the SEC figures that as long as the criminals have been ousted, shareholders are better served by allowing new ownership to take control instead of revoking the stock.

Which is great in theory, but sometimes these scams are bought by one crook after another. And with each change of ownership comes investors who get excited about what might be coming, and often they either become new victims or are re-victimized by yet another snake oil salesman.
