I'll answer my own question - I found a reference to cyclohexasilane that dates to 1977. It stands to reason that if there ever actually was a patent on CHS / cyclohexasilane / H12SI6 as a material it would have been granted in the 1970's. If a patent expires after 20 years that would mean it has been deceased for over 20 years now.

So, with any potential patent on the actual material being dead for 20 years, who can manufacture CHS? Answer = ANYBODY who wants to.

CRTG.. Every DoDo knows there are time limitations for Patents, but that that patents can be re-issued by the patent holder! Why did NDSU have the authority to make agreements with the CHS? Either they were one of the signators of the Patent, or given the authority to make Business decisions by another party! Evidently CRTG honored the authority of NDSU? An agreement was made, end of story.... and CRTG failed in an effort, a costly one, to commercialize the CHS! Never did CRTG own the Patent rights as far as I know? IMO.
