It is normal procedure for FEMA and othrr Government agencies to request vendors to supply samples to allow the Gov to complete a stress test to validate how they hold up in different environments, temperatures, and a variety of other conditions. Based on test the vendors then go back and rework any issues prior to a contract. If this happened, neither TPTW or the Gov would likely be able to confirm. Thats my guess... it would be a prelude to a FEMA contract
