Everyone should be clear, that there is no such thing as a Provisional Patent. (FULL STOP)
It is a PROVISIONAL APPLICATION for a patent. It will never turn into a patent.
It only establishes a date, and the following is pointed out by the USPTO

A provisional application is not required to have a formal patent claim or an oath or declaration.

(So they don't even have to make a claim that it works.)
