Actually, it clearly states "intends to file the subject Quarterly Report on Form 10-Q on or before the fifth calendar day following the prescribed due date", which is 45 days after the close of the quarter on Sept 30, which would make the prescribed due date on 14 November.

Q3 was due on the 14th, (45 days from Sept). Oct has 31 days= Nov 14, + 5 calendar days= by the 19th Thur.
