The NBA has no say in individual teams opening arenas. The NBA makes thier money from television contracts. It's up to each team whether they have fans or not and each team follows state guidelines. The priced dived from .09 because it ran on news and investors who were in since trips sold. Happens to every otc stock. Just like when contracts are announced we will run up people will sell it will settle at a higher low until the next run.
