I agree as well, and this 10Q aligned with my expectations even though I too hoped for something larger.
Everyone here understands the long and disappointing history of this company. We tend to forget that any prospective customers would also be very familiar with that history as well.
The company must earn their new customers by proving they have changed, and that can only be accomplished by having a proven track record that is built one contract at a time.
While this is a good step, management must follow with more contracts building on volume across more targeted markets.
