don't forget the seabees! the ACOE could subcontract the port facilities and the roadbuilding to them. the seabees have a "get 'er done, and get 'er done quick" reputation.
also, the construction at the mine will need the road and port operational to bring in supplies and equipment. there's only so much that can be brought in by chopper.
